Baraka J. Maiseli is an Associate Professor, academic and researcher at the Department of Electronics and Telecommunications Engineering, College of Information and Communication Technologies (CoICT), University of Dar es Salaam (UDSM), Tanzania. He is a well-established scholar with tracked experience in undertaking advanced research that attracts wide readership. Prof. Maiseli has collaborated with local, regional, and international researchers to conduct groundbreaking research in the areas of image and video processing, signal processing, machine learning, digital and analogue electronics, robotics, and embedded systems, among other science and engineering fields. He is involved in more than ten (10) fundable research projects, either as a principal investigator or team member. Subsequently, more than sixty (60) publications have been published in high-profile refereed journals, attracting citations and stimulating scholarly debates across academic and social networks. His collaborative work on brain-computer interface (2023), for instance, has been a center for discussion in multiple mainstream media. He has been a strong advocate for advancing knowledge in his fields of expertise, instilling a research culture into early-career researchers from academic and research institutions, organizations, and universities. He has conducted a series of invited talks, workshops and seminars to equip young scholars with professional knowledge, competency, and skills in effective academic writing that leads to top-tier quality publications.
Prof. Maiseli is certified peer reviewer by Springer and Elsevier, and provides review services of publications from a wide range of reputable journals, including IEEE Transactions on Industrial Electronics, Signal Processing, Digital Signal Processing, IET Biometrics, Neurocomputing, Pattern Recognition, IET Image Processing, IET Signal Processing, Tanzania Journal of Science, IEEE Transactions on Education, Inverse Problems, and Recent Patents on Computer Science. He has received notable awards from some Publication Reviewer Systems, such as Publons, as an outstanding reviewer in specific fields of science and engineering. He has peer-reviewed more than 325 publications from different reputable journals. Devoting his considerable amount of time in academics and research, Prof. Maiseli volunteers in training scholars the mastery of professional review skills.
Prof. Maiseli, IEEE member and registered with the Tanzanian ICT Commission as an expert in signal processing, has been actively engaged in national and international projects and consultancy assignments. Typical engagements include establishment of standards for vehicle tracking systems in Tanzania (2021), East African minimum energy performance standards and labelling for selected electronics and electrical equipment (2023), IEEE standards for automotive electronics products inspection equipment (2022 – To Date), and IEEE standards for general requirements of chip visual inspection in surface mount industry. In addition, he has participated in an assignment to review teaching-staff profiles and academic programs of the College of Informatics and Virtual Education, University of Dodoma, in 2021. Furthermore, Prof. Maiseli has been engaged to develop different policies and guidelines of the University of Dar es Salaam, including Research Policy and Operational Guidelines (member, 2022 – 2025), Guidelines for the Use of Artificial Intelligence in Research, Academics, and Administration (convener, 2024 – 2025). Between 2019 and 2022, Prof. Maiseli convened a team to establish the Journal of ICT Systems at CoICT. This journal was approved by the University in 2022, and is currently operational – attracting local and international submissions. He serves as the editorial member of JICTS since establishment of the journal. Other professional assignments given to Prof. Maiseli at UDSM include unit-level judge of UDSM Research and Innovation Week at Mkwawa University College of Education (convener, 20th – 22nd April 2022) and Institute of Marine Sciences (team member, 17th -19th April 2023), member of the team for searching Dean and Heads of Departments (Accounting and General Management) of the UDSM School of Business, and Head of the Department of Economics, UDSM School of Economics, for the 2021/22 – 2023/24 triennium, and convener of the team for searching the Principal of the College of Agricultural Sciences (2024/25 – 2026/27 triennium), and quality assurance officer of UDSM between 2019 - 2021 to ensure proper conduct of examinations at the university. Prof. Maiseli has held different administrative posts, including research coordinator (2018 – 2020) and Head (2020 – To Date) of his department.
The professional career of Prof. Maiseli started more than 17 years ago, employed as Tutorial Assistant at UDSM on 24th January 2007. He advanced to Assistant Lecturer on 23rd September 2010 (MSc Electronics Engineering and Information Technology, UDSM) and Lecturer (PhD Control Science and Engineering, Harbin Institute of Technology (HIT), China) on 15th July 2015—specializing in image and video processing under the PhD research topic Super-Resolution Methods Based on Nonlinear Diffusion Models supervised by Prof. Huijun Gao (School of Astronautics, HIT). During his PhD graduation ceremony, he emerged as the best international student with higher performance in academics and research. This award combines with other previous academic and competency awards: best undergraduate student in electromagnetism (2004), best advanced secondary school student in Physics (2002), and best primary school student in punctuality. Between 2015 and 2017, Prof. Maiseli pursued postdoctoral studies at HIT, focusing on the methods and algorithms for efficient and effective computation of distance transforms in digital images. Furthermore, he was promoted to Senior Lecturer on 9th September 2020, and to Associate Professor on 25th September 2023. He lecturers undergraduate and postgraduate students on the following courses: Fundamentals of Signals and Systems, Advanced Analogue Electronics, Image and Video Processing, and Advanced Digital Electronics. Prof. Maiseli supervises undergraduate students and postgraduate students in their final-year projects and research, respectively. He has supervised six (6) master students to graduation, and six (6) PhD students, three of which have graduated. Since 2022, Prof. Maiseli has been serving as an external examiner of postgraduate students at the African Center of Excellence in Internet-of-Things, University of Rwanda, Rwanda.
Prof. Maiseli is passionate in artificial intelligence and robotics, and has been doing research collaboratively with top-rated researchers in the fields. On 7th October 2024, he received an award from IEEE Robotics and Automation Society to pursue a programme, Academic Relationships and eXchange, that connects faculty members from developing world to advance the field of robotics and automation. Subsequently, he has connected with researchers from other institutions, such as University of Salford, to address pressing challenging issues in the robotics industry.
Prof. Maiseli, outside professional activities, likes touring historical sites and visiting game reserves. He spends time in meditation and critical thinking on different aspects of life, and enjoys creating and sharing social and educational materials with the community. He prefers lively and engaging discussions on contemporary matters of wide interest for human positive transformation. Prof. Maiseli is passionate in driving youth development in the areas of information and communication technologies (ICTs). He has been the advisor of the UDSM ICT Students' Society since 2020.
